Ex-Cop Caught in Scheme to Steal $500,000 From Mentally Ill Woman He Arrested

(ANTIMEDIA) Los Angeles, CA — 55-year-old retired Hayward, CA police officer Michael Scott Beal has been charged with nine counts of grand theft.

In 2002, it was discovered that during an undercover sting operation, ex-Officer Beal arrested a prostitute named Nancy Joe. When he discovered that she had over $300,000 in her bank account and was a mentally ill schizophrenic with poor judgement, he decided to concoct a plan.

He would develop a relationship with her announcing his intention to marry her as long as she invested her savings with him in a property. She would be obliged to pay half the mortgage, as well as property taxes. He claimed after he retired he would sell the house and proceed to marry her.

According to reports filed by Alameda County deputy district attorney, Beal used the money to establish a line of credit, purchase properties and buy high-end cars including a Lexus.

Joe discovered the fraud only when she finally called Hayward Police Department to inquire about Beal, learning that he had already retired and had lied to her.

Records also showed that Beal did not own any property in Alameda County.

Beal is being held at the Santa Rita Jail and will be appearing for his possible plea bargain hearing on May 7th.

This incident eerily reminisces of Kelly Thomas, a homeless schizophrenic man who was beaten to death by Fullerton Police officers in July of 2011. It appears that those wielding the legal power to coerce find it easier to exploit those who do not have the full mental capacity to report the injustice being committed against them.

Police brutality is a serious issue in America, but this incident shows that injustice doesn’t always come in the form of physical confrontation. On an optimistic note, unlike the Kelly Thomas incident, it seems the perpetrator of this will face some sort of punishment. We hope the court will for once serve this criminal the justice he deserves.
